Securing & Sustaining Europe’s Healthcare Future
What is HOSPITABLE?
HOSPITABLE: Holistic Secure Platform for Intelligent Threat Awareness and Business-continuity in Trusted Adaptive HEalthcare environments
HOSPITABLE will reinforce the cybersecurity of hospitals and healthcare providers across Europe by deploying a modular, interoperable and scalable platform.
The project integrates an AI-powered Security Operations Centre with SIEM and SOAR, providing real-time threat detection, automated incident response and forensic logging. Complementary modules include a Privacy & Compliance Center for GDPR / NIS2 readiness, a zero-trust identity management layer, a Training & Awareness Center with gamified and role-specific exercises, and risk & cost analysis tools to support investment planning.
HOSPITABLE will be deployed and validated in pilot sites across several Member States, covering both large hospital networks and smaller regional facilities. This ensures adaptability to different infrastructures, budgets and maturity levels. The project will demonstrate measurable improvements in mean time to detect and respond, reductions in exploitable vulnerabilities, improved compliance readiness, and reduced downtime during cyber incidents. The approach is fully aligned with the objectives of the DIGITAL-ECCC-2025-DEPLOYCYBER- 08-CyberHEALTH call, supporting the EU Action Plan on Cybersecurity in Hospitals and Healthcare Providers. It contributes to long-term policy goals by strengthening preparedness, resilience and trust in healthcare, while reducing dependence on non-EU technologies through the use of open standards and EU-origin components. By combining
advanced technology, compliance automation and adaptive staff training, HOSPITABLE ensures that cybersecurity becomes an enabler of safe, innovative and resilient healthcare delivery across Europe.
The Need for Action
Why HOSPITABLE matters?
The healthcare sector in the European Union is a vital economic pillar, with healthcare spending as a share of GDP rising steadily across member states. In 2024, Germany, Austria, and France led with expenditures of 13.18%, 13.12%, and 12.54% of GDP, respectively, while countries like Latvia and Cyprus also saw significant year-on-year increases (Reportlinker, 2023). This sector faces a rapid digital transformation, marked by widespread adoption of electronic health records, telemedicine, IoT-enabled medical devices, and cloud-based platforms. While these innovations have improved patient care and operational efficiency, they have also dramatically expanded the attack surface of healthcare institutions.
Hospitals and healthcare providers are considered especially from the COVID-19 era and beyond as prime targets for cybercriminals who can cripple critical infrastructure, disrupt care, and compromise sensitive personal data. In the last few years, these threats have also been fuelled by geopolitical tensions and hacktivist activities, particularly following Russia’s war in Ukraine (Cook, 2024). In addition, the healthcare industry presents unique cybersecurity challenges, including:
- Ransomware attacks, which have become the most prevalent attack vector, accounting for 54% of incidents in health organizations (ENISA, 2023);
- Third-party vendor risk for services makes a complex digital supply chain;
- Regulatory requirements ranging from broad regulations and directives like Cybersecurity Act, NIS2, and GDPR to more complex, sector-specific frameworks with cybersecurity implications such as EHDS and MDR;
- The Integration of legacy systems, which increases the attack surface of digital infrastructures within the healthcare sector; and
- The utilisation of Artificial Intelligence for the development of new vulnerabilities. To address these challenges, it is necessary to develop a next generation, compatible, and scalable solution. HOSPITABLE delivers a federated, modular cybersecurity platform tailored to the needs of healthcare providers and based on the principles of ‘easy to onboard’ and ‘easy to deploy’.
